Can work permit be issued at any international (Canadian) airport?

Hello,
My spouse is coming to Edmonton on an Spouse Open Work Permit. Can she have her work permit issued at the Edmonton International Airport or will she have to make a lay-over at Toronto Pearson or Montreal for that first? Please help. Thanks.

So just to confirm; if her first point of entry is toronto.....and her destination is edmonton.....would she have an option to get her WP issued in edmonton or would she be bound to get it in toronto?

She does not have a choice. The work permit will be issued in Toronto.

I am from Chile, and because my profession and degree (PhD) I am, exempt from a LMIA. The questions is, can I have my work permit at the airport?, it is need the IELTS there? Thanks

I have inboxed you the answer. You only need IELTS for admission to an academic program (in some cases) not for coming to Canada. If you already have an admission, you don't need IELTS
