Can we send stuff to canada before landing?

I sponsored mh husband, and he is due to land in february. I know that he can get his personal items shipped to canada once he lands and he wont have to pay customs/duty. But can he send some of his personal use itens before he lands? Like just a few days before landing without having to pay customs/duty?
