Can we land transiting via USA if we are not US residence but have a tourism visa?

So the question is in the title but here's some clarification:

I have a valid USA visa and it seems the borders between Canada and the USA are open for COPR holders. If you check CIC, and follow this link https://travel.gc.ca/travel-covid/travel-restrictions/flying-canada-checklist , and follow the steps, foreigner, entering Canada from the US it does not state that we are not aloud to enter.

Has anyone else checked this options and contacted IRCC for clarification? I sent them asking but trying to get a quicker answer here.
