One of my friend has an open work permit and he is right now doing 2 jobs, both of which are part time. One of the employers is issuing T4 and other employer is not issuing any T4. Is this legal to work without a T4?
Yes, I don't know if you can count the second job without T4 to your
CEC eligible experience, but it is legal.
I've been doing the same on my open work permit. As you tax are
not deducted from your pay, make sure to pay tax for the second income at the end of the year tho.
However, your friend should be aware that, for the 2nd job, the employer might consider him a self-employed contractor, which is why there will be no T4 (In that case, there should be a T4A, however).
If the "employer" has no plans to declare any of this to the CRA, then the work is probably "under the table" and not legal (even though your friend's open work permit authorizes him to work). Even if your friend declares the income and pay the taxes, the employer will probably refuse to provide a Letter of Employment for immigration purposes.

My friend is not planning to apply for immigration in the near future but just incase, if he decides to apply sometime, he just wanted to make sure that the part time job which he is doing without a T4 is legal. And yes, he did sign a contractual agreement with the employer which says that the employer would not be issuing T4 and it is the responsibility of the contractor to pay taxes to CRA, and other contributions like EI and CPP.
