Can visa be switched?

Can someone switch their visa? Let's say, Student to Skill worker or PNP Program if criteria met.

I think it should be possible what i know is you cant change visitor visa to student from within canada you must leave canada 1st but student to any other it should be possible. Will wait for the seniors to comment also
