No both spouses cannot be holding open work permits at the same time. At least one person has to have a closed work permit in order for his/her spouse to be eligible for an open work permit. You can ask your co-worker to contact CIC to confirm.

My co-worker said he called CIC but couldn't get through but he'll try again. He already applied for PR but his current OWP is based on his wife's study permit (valid for same duration of her studies), now the wife wants to switch to OWP. They're both in Canada already.
I'm thinking this cannot be possible in their situation but I'm no expert. If the wife gives up her study permit, wouldn't that affect his OWP?
