My husband who had worked in Canada for 27 months continuously (till last month) has left his job last week, and has to take up a job outside Canada.. His interpretation of prevailing rules is that he can apply for PR under CEC even after leaving Canada. Is that assumption correct?
If he applies in January (when some changes are expected in CEC), is it expected that only those who are onshore can apply under CEC?
We will still be in Canada till end of November as he is waiting for some industry specific examinations he is planning to take in middle of November. If it is risky to apply under CEC from outside Canada, I can ask him to appear for IELTS and make sure to submit the CEC application before leaving Canada (but it will be very strenuous and hurried as he is already preparing for very touch industry specific exams that are must before his next job he is taking up in Europe)..
You can also apply from outside Canada. The principal applicant needs to have 24 months of Canadian work experience in the past 36 months at the time of application.

Not an assumption, it is a fact that you can apply under the CEC class from anywhere, you do not have to be in Canada (nor is this expected to change). If he applies after he leaves Canada, the only difference will be the Visa Office that he selects for processing. Everyone mails their application to CIO-Sydney for intake, as a non-resident of Canada, he won't be able to select CPP-Ottawa for the visa office.
He will have to select the visa office serving his country of nationality, or his country of residence if he has been legally admitted for at least one year.
