Hi there,
I am currently a student in Toronto, Ontario, and my spouse has spousal open work permit.
In my understanding, to work in Quebec, he/she needs to get CAQ, and then apply for work permit at IRCC (i.e, CIC)
I am just wondering whether a spousal open work permit holder needs to apply for CAQ too.

OR simply, I can say that I am not sure if a person who obtained open work permit when he/she was in outside of Quebec, can work in Quebec without doing anything extra.
