Can PNP Ontario land in Montreal?

Hi all. Im a PNP Ontario and I want to know if its possible to land in Montréal for cost saving and go through the process with immigration officer there or I MUST land in Ontario (Toronto, Ottawa) ?

You may land in Montreal, but be sure to prove that you're not settling there. So showing you have a connection flight to Toronto or Ottawa is essential. If you can't demonstrate that its just a port of entry for you, then you'd rather not take the risk.
