The likelihood of a TRV being approved is low since IRCC will suspect your wife isn't a genuine visitor but has plans on remaining in Canada long term. However you can certainly try - some are approved.

As a newly married person + with a spouse who has PR, it would seem unusual that your wife wants to travel to/sightsee alone at Christmas. In fact, it points to an inland PR application.
Your best bet is to return to Canada and file for her PR. Chances of a TRV approval are slim to none in any scenario.
