Can my spouse apply for work permit while we wait for PR?

Hello all,

I applied for EE PR with my spouse as a dependent. We're both inland. I am a worker and she is a student. My question is, can she apply for work permit after her school (not pgwp, she already used that), given that we're waiting for the PR decision?
I know I, as the main applicant, can apply for the bridge open work permit until a PR decision is made whenever my work permit is about to expire. But can she?
