Can my father apply for PCC from India, I am currently in Canada and already received ITA. BLS processing time can take long, so if my father applies it and get it. Will that be considered by CIC as genuine?

PSK will take your photo while submitting the application, i dont think this is possible now. Normally, the PCC from Canada will take 2 weeks. How long you are waiting?

No. Firstly, they need your original passport (they stamp the pp that you have been issued a PCC). Secondly, you need to present address proof of current residence. If your current address is different from what's in your passport, it will have to go to the local police station, in your case this is not possible. Thirdly, they will need to take your photo and biometrics. So no way, I don't think anyone else can show up for this.
Go to any CGI in Canada and you will get PCC in an hour.
