Can My Cousin Bring my PR Card?

I have to go to Toronto and come back within a week. In the meantime I will be applying for PR card and give address of my cousins who is living there with a study visa.

So, my question is: His study will be finished after 6 months...if my PR card arrives at his hostel, can he bring that to me? (i.e. authority (airport/cic) will not block him?)
