My wife and I are planning to move to Canada as permanent residents. Our baby is a U.S citizen by birth (while my wife and I are not). I know for a fact that the baby does not need a passport to travel to Canada. Given the delays in U.S for passport applications due to the pandemic, we are planning to move to Canada without his passport.
But
a. Can we add the baby to our PR once we move there even if he does not have a passport?
b. What are the options for the baby's healthcare until we get his PR?

a. Do you already have PR or are you just applying now? In order to sponsor your child for PR the child will need to have a passport.
b. Depends which province you settle in. Generally the child will only have coverage once they are a PR. Until they you will need to buy private insurance to cover emergenies and pay for non emergency care out of pocket.
