Can kids (below 18yrs) old of Student Permit holders study for free?

I read that the kids below 18 years old can study without a study permit. But can they avail of free public school education as well? I can't find official information on this.

Public schools are free, you will be paying from your taxes either now or in the future. You will have to pay for all school supplies, textbooks and field trips. Best bet is to contact the local school board in the area that you are going to stay.

1. Only if their parents are the holder of a study/work permit.
