No - you most certainly cannot work while in Canada as a visitor. If you do so, you'll be working illegally and will be in violation of your visitor visa.
No - being in Canada on a visitor visa does not give you a path to PR. You still have to qualify and apply just like you would if you were outside of Canada.

We going to Canada right now for a Rotary business trip and coming back next week.
My question is, what this B1 visa allow him to do in Canada apart from business/tourist visitor
