Can I work full time as soon as I submit my application for the work permit?

Hi guys,

I am an international student, and I will graduate in June 2018. I will probably get all of my grades in July.
1. Can I work (full time) as soon as I submit my work permit application?
2. I can use my complete transcript to apply for work permit, I don't have to wait for the confirmation of graduation letter, right?

You can work as soon as you apply but i think you should wait for your conpletion letter to come as submitting only the transcript has resulted in many applications refusal

I have another question. If I finish all my classes in June, and I can only start apply for work permit in August, then can I work full time in July?
