I am a full-time international student in Canada. And will be taking a leave of absence in winter from college. So, can I or am I allowed to work full time 40 hours? If not full time then can I work part-time while I am on break?

I can't answer that for you. If you take a break, you can't work and you will likely end up being refused for a PGWP, so you should be focusing on solutions to allow you to continue studying.
I would be meeting with your international student coordinator. Agree that you can’t work at all if you take an approved break. How to prove that you could afford to study? This is only a 2 year 8 semester program and tuition is relatively reasonably at under 7K.
