Can I transfer to another university?

I was approved for a study permit in January 2020 (got the Letter of Introduction) and I have completed 2 semesters at my university (Bachelor of CS, 4-year program) online (in my home country).

1) Would there be an issue if I transfer to another Canadian university while being present in my home country? Or is it better to do that after moving to Canada (i.e., after getting the study permit)?
2) Are there any other things that I would have to do (like updating my study permit details etc)?

1) Can the DLI be updated even if I don't have a study permit (but just the study permit approval letter)?

2) Is there any probability of this affecting my current study permit approval letter? Like would I have to get a new one?

3) Have you done this thing (transferring to another university)?
