Do you think can I apply for PR on spousal sponsorship by Record of solemnization of Marriage . Because I can not have my marriage certificate by another 2 months.
I am going to submit my application on December but I do not have my marriage certificate because I got married on Nov 8 . Do anyone know how long does it take that my marriage be registered ? and when can I apply for marriage certificate?
Can I submit my record of marriage instead of marriage certificate?
It shouldn't take three months. The web site tells you to wait before you request the marriage certificate. But don't wait - submit the request immediately. I did that because someone else here advised me to and I think we had the marriage certificate about three weeks and a half week after we were married (I was married in Toronto as well).

I do not know can I apply out land because it is faster ? but I am living with my husband in Toronto and I do not want to leave Toronto. Can I apply out land but I still live in Toronto? or I have to apply from inland if I do not want to leave here ?
Yes - you can apply outland while visiting Canada. My husband was here in Canada for the entire time his application was being processed. If you apply outland, make sure you indicated your address in Canada as your mailing address to make sure that all correspondence is sent to you here.
Outland is usually faster than inland but not always (nothing is ever guaranteed). If you are from the US or UK or another country with fast outland processing times - then definitely apply outland.
Keep in mind that if you are asked to attend an interview and you apply outland, that interview will be held in your home country (not in Canada).
Also, you should make sure you maintain valid status in Canada as a visitor by applying for extensions, etc. until your PR is approved.
So can I send my police certificate and medical from Toronto ? I mean can I submit my application when I am in Toronto? because my lawyer told me I have to go to my country and send medical and police from there and wait for 5 month . But I have a post graduate work permit till May 2010 and I want to extend it . So I am not sure about what my lawyer said.

Yes - you can submit the police certificates, medical and the entire application from Toronto. That's what my husband did. And as you can see from my signature, he has now landed.
Unfortunately I can't provide any advice about extending study permits, work permits or visas because I don't have any experiences in this area. Hopefully someone else can help.
I hate to say this - but it sounds like you need a new lawyer. If your lawyer told you that you can't apply outland while you are in Canada, then I don't think he/she is familiar enough with immigration rules to handle your application.
