Can I submit a paper TRV in Ghana?

Please. I am trying to apply for a TRV in Ghana. I am not a computer savvy. Please I will like to know if I can submit a paper application in Ghana. I called the VAC and they said I can’t submit a paper application. I am wondering if that is true. I don’t know how to upload all the load of supporting documents.

I called their office, they no more accept in person paper applications. You can only apply online.
