My studies starts on August 16 and I am going to enter Canada on august 10th. The problem is I just send my application for study permit, and it might be a bit late. What if I don't get the permit before I enter? Can I enter with eTA? If I enter as visitor can I still study and wait for the permit approval?? Will I violate any law if I study without a permit?

No - you cannot study before you have a study permit. Yes - you'll be in violation the law and will be studying illegally if you start before you have the approved study permit. You have no choice but to wait until it's approved to begin classes.
You can certainly enter with an ETA - however only as a visitor (no studying, no working).
