can I start my express entry while I’m abroad?

I am on vacations outside Canada but I have an open work permit and I reside in Toronto, I recently passed the CELPIP test and I'll apply within Canadian Experience stream.
The question is: can I start my Express Entry while I’m abroad?

Yes, if eligible. You don't need to be in Canada to submit an EE profile.
