i applied for FSW immigration one year in 2012. At that time I score 6.0 which make my points 68 and my application accepted for processing. But now one month ago I gave IELTS again n got 7.0 and now It is making 70 points. So can I send my improve IELTS result for my 2012 FSW Application, is it in favor of my application or it will create more delay.
I think you should send your result right away. There is no harm and you never know if they consider it. There is nothing wrong in sending your updated score.

Did you have your application assessed yet? If you have not heard back from the VO since PER, then I would say you could probably get another copy of your recent IELTS score card (don't send the one you have right now, as you may send it in vain), and send it to them. It probably won't make a difference, but you know it won't hurt either (it's not like you did worse or anything on the second test).
Should the officer, somehow, decide to award you fewer points for, say (God forbid), work experience, then you would have an extra two-point buffer if the officer decides to take the most recent IELTS into account. According OP6B, if multiple score reports are submitted, then the officer must always use the most recent test, so, in a way, since you have submitted your new scores, then the officer must consider it, and ignore the old ones.
Make sure though, that, in overall, the new scores would give you more language points (not just higher IELTS band). If you actually will be awarded less points with the new scores, I am 100 % sure that the officer would consider it, and give you less points. If it makes your application stronger, they may or may not, depending on your luck.
In terms of designated language test results, officers will NOT select the highest score for each language ability if a variety of test score have been included in the application. It is always the most recent group of tests that will be considered by officer as it is the most current assessment of the applicant's four language abilities.
