Get a partner who is PR or Canadian citizen. Then have that person run the business, while you a silent partner. I think you need a lawyer to make an agreement between your partner and yourself.

I do have a friend who is PR that I am going to hire. I also know a citizen that can help.
What should be my next approach? I am on a visitor visa, can I apply for work permit?
Time is a critical part. I don't want to waste time because rent and insurance will be very high
also opening a machine shop isn't a quick business. You need licensing and for the shop, inspection...etc.
And your partner needs to be a real business partner, he/she cannot be "employed" by you to open a business.

I know how to run a machine shop. I’m not worried about the licensing. I need to know weather I can work through my business or no. Because I’m not dumbing 400k to creat opportunities for others except for me.
My benefit comes first
Federal start up visa is not an option. What province? Ontario is closed. Having cash is not just the only thing but approval with your business model aka body shop.
