Not if you keep CIC/IRCC informed. Guess what? if you are moving from a busy office to a less busy office, it might even speed up the process....

Will it count non rutine application

No, move within Canada by itself does not trigger a non-routine flag

Show me where CIC said it be not delay and non routine
