Ok so through visitor visa She can visit for a short while like temporary but if she gets PR it would be a different affair

yes with a visitor visa you can just visit, you cannot live or work or study or get health care etc. You will be given a timeframe when they expect you to go home. Where a PR is permanent resident, do not have to go home.

She may have difficulty visiting due to her strong ties to Canada. She will need to show she has strong ties to India that will require her to return to I did like a longterm job, property in her name, family who remains in India, etc. She also has to show that she has the savings to be able to afford the trip and it would help if she has international travel to other countries that are similar to Canada.
