Can I get my co op work permit while entering Canada from US? I have a study permit and my reason of entering Canada is essential. Can I enter via US (I have a visit visa for US) in order to obtain my co op work permit from the border?

That is called flagpoling and isn't allowed. Your travel reason would not be viewed as essential.

It is flagpoling when you don’t enter US and come back from the border. What if I am in US and enter Canada with my study permit?
