Can I decline admission to a university after accepting? PhD program

Hi. I received an offer on 22nd Feb, and they allowed me to respond within 3 weeks. I haven't responded yet because I am waiting for the results from other universities.
The potential supervisor of this university just asked me by email if I have any questions before accepting.
What should I say? If I accept the admission, can I back out of it?

Ask your school. Every school has different standards but you can always back out of a school.
