My sister is currently living in Iraq. She wants to apply for a visitor visa to visit me in canada. She is married and has three kids. She is unemployed. We will be financially helping her and giving her shelter and everything. I called my lawyer and he told me to not waste time because Canada does not allow people from Iraq, Syria and Palestine to enter. Is this true?

That is not true. No such rule exists. Canada does not discriminate against any nationality. However, there are certain nation nationalities that are looked at more carefully when their application is being assessed for security reasons.

If she will leave her husband and children in Iraq when she visits Canada, that would show the VO that she has enormous ties to Iraq and will return to her home country. Ensure to write "Invitation Letter" saying you will financially take care of her while she is in Canada. Also, include proof of your own financial situation (bank statement, employment letter, etc).

Remember: The Canadian Visa Office in Jordan is responsible for TRV applications from Iraq and the application processing time for that office is 41 days (this estimation does not take into account the current ongoing strikes). http://www.cic.gc.ca/english/information/times/temp/visitors.asp
 
Alternatively, she can apply as a tourist to visit Canada on her own. She would not need an invitation letter. If she like she can apply to come to Canada as a family of 3 - herself, her husband and child. Just have the necessary supporting (bank statement, employment letter, etc.) submitted to the visa office. Good luck!
