i applied for visa on 29/07/13 but my file is under processing.......
as ticket price are going high every minute.... so my question is it possible to book a ticket without having a study permit or not????

you can book ticket without study permit and even buy it. Nowadays the booking won't stay live longer I think 3-7 days depending on the airlines. Booking is free of Cost. But if you buy ticket the cancellation charge will be 100-200$ depending on the airlines. Low fare tickets of economy class are mostly non refundable so check before you buy.

Not necessarily. More often than not, if you buy cheap fare economy class tickets, they're non refundable. Which means if you cancel the ticket, you will get just a fraction of the amount you paid for the ticket.
So, either check with the booking website/agent first that the ticket is fully refundable with minimal cancellation charge OR just get a ticket on hold, not actually buy it. I think they can put it on hold for you for about 72 hours max.

If you are confident that you'll get visa but don't know when is the exact date you'll get it try to look for airfare classes with "Rebookable - free of charge". At least if your visa arrives later than you've expected, you can rebook your tickets to your most suitable date of departure.
