I have question for all seniors…. I applied as FSW in 2005 and they ask me to update my paper in SEP-2009 and they ask me for IELTS result… I did the exam in DEC-2009 and I got my result. I got 6 points only but unfortunately I need at least 7points to pass… Can I ask the officer to give me a chance to make the IELTS exam again or they will refuse my application?

Yes you can and you must. I know several cases where they have given 60 or 90 days. your application with 66 points will be definitely rejected. You should therefor request exiension of time without mentioning you already appeared.
Register for the next exam you can get. Send them the rest of your documents and a cover letter stating that you are registered for IELTS and when and that you will send the results as soon as you get them.
This is why CIC now recommends that you take IELTS before you apply, so that you can know your points beforehand and not end up in this situation.
I thought you were still within your 120 days but since you have already used up your 120 days and you already got an extension for IELTS results which didn't turn out to be good enough for you, I really do not see much else you can do.
You can write them a letter with your current results and beg them to give you time to take it again to try to get a higher score but odds are that they will not. Still, worth a try.
Also look at if your results give you higher points when compared against the new scoring system vs. the old one. For an old application, you may get scored under the new system if it's better for you.
You can find both charts at http://www.cic.gc.ca/english/resources/manuals/op/op06-eng.pdf on page 24 and 25. Since your IELTS is new, even though your aplication is old, I think they are supposed to grade you by the new one but if the old one is better for you, you could ask them to grade you by the old chart since you have an old application. No guarantee that they will do it but it's worth a try.

Delhi has not even started to with 2004 jan cases so it will be a while before they reach your file. Take IELTS again and should you acheive the desired result send it to delhi with a covering letter that you have improved your english language skills and request them to consider the updated result. I have no first hand knowledge on what will happen but what I have read in several posts if you get to them before delhi takes a final decision on your file they may consider your updated result.
Print out the page with the old table. Write a cover letter with your IELTS which says:
"Here are my IELTS results. I ask because I have an application dated prior to November 28, 2008, that my results be assessed under this table to give me 7 points."
aha it is good idea Leon. thanks a lot for your reply and help ... AND last question can i send a certificate of training courses in French i got last month. Can this give me at least 1 or 2 point as second language or this is not applicable now after i submit my application.
Everything is worth a try. Add to your cover letter that you know you might be short on points so you want to claim 2 points for basic French as well as ask for your IELTS to be assessed with the old chart.
