Can I apply visitor visa renewal before expiry of 3 Months, While i am outside Canada?

1-My visit Visa is getting expired in Aug-2025, Can i re-apply for Same visa on my new Passport before Expiry of Current Visa?? knowing that I am outside Canada now.

2-In case of Refusal of new visa, my current visa will affect...???

1. You cannot renew a TRV. It is a new application so you can apply now.
2. If refused, your current visa is valid until expiry.
