What do you meant by IELTS 6 ?? If you asking for Language threshold then you need to have at least 6 bands in all 4 modules to qualify.

No the minimum requirement is no less then 6 in all 4 modules. According to my understanding you have to repeat IELTS.

You don't qualify to apply for FSW with that score. You need a minimum of 6 in each category.
