I am canadian PR and  request your help/advise on the process for applying student visa and PR sponsorship for my wife at the same time. My wife is currently in India and completed batchelors in dental surgery. I do understand it is better to apply for student visa after her sponsorship visa is approved and she is here. I would like to apply student visa as the processing time is less than PR. So my wife could be here sooner. 
Also, i applied for her visitor visa through new portal and within 45 days i got refusal letter on the basis of family ties in Canada.

If you already got a refusal then you will get another one if your circumstances or documents haven't changed.
You can try applying for a student visa, and once your spouse is here you can apply for inland application.
If that student visa was also refused then outland sponsorship is your only option. Unless you can provide additional proof or your circumstances have changed such that you can get an approval for student visa or visitor visa.

Study permits will be difficult like TRVs unless it is very clear that she is a genuine student and it is an advanced degree from a decent school like a masters or MBA.
