Can I apply Spousal Open Work Permit outside Canada?

Hi there,

I am PR, just returned Canada for couple weeks after 1 more year away, but because of sad matters in my family, I will return to home country for 1-2 months.
I am able to meet the PR obligation when I come back to Canada.
My fiancee is holding a visitor visa.

During my away of Canada, can my fiancee apply Open Work Permit or Spousal Open Work Permit outside Canada online?
If so, we can plan come/back to Canada together.

No - you cannot apply from outside of Canada. Both of you must be in Canada in order for you to apply to sponsor her for PR and for her to qualify for an open work permit. You must also be either married or common law.

I tried but didnt really find that both my fiancee and I have to be inland to apply open work permit for her.
But I see there is an option on website ask "where are you apply from", one option is "outside Canada".
Could you please clarify:
What does it mean? Or to say, under what situation, the open work permit can be applied "outside Canada"?

You can become a sponsor if you are:

• living in Canada:
  • if you’re a Canadian citizen living outside Canada, you must show that you plan to live in Canada when your sponsored relative becomes a permanent resident.
  • You can’t sponsor someone if you’re a permanent resident living outside of Canada.

Choose the class of application

Apply under the Spouse or Common-Law Partner in Canada Class if your spouse or common-law partner:

• lives with you in Canada
• has valid immigration status in Canada
• would like to apply for, and qualifies for, an Open Work Permit so that they can work while the application is being processed

You can apply through either the inland or outland route (inland requires your fiancee to be physically in Canada) - however an open work permit is only available if you apply inland.

There is no situation where an open work permit can be applied outside of Canada in spousal sponsorship.

Are you applying outland? On what basis did you obtain the OWP?
