I have had 2 study visa refusals on the grounds that I won't leave Canada after my study program is over (Purpose Of Visit).
I have 3 years work experience and I was planning for a management course but unfortunately got refused twice.
My question is "Can I apply for PR directly now after having two study refusals? Also what is the process?
