Can I apply for PGWP after a year of graduation

I want to know if I can apply for PGWP even though it's been a year since I graduated.

I finished a 2-year program last year, but I decided to continue studying by applying For a new program, the semester just started and due to some personal and financial issues, I don't plan on continuing my studies.

my question is Can I drop out of the program and apply for a PGWP or do I have to leave the country?

So no. You needed to have applied within 180 days of completion of program.
