Can I apply For parents visitor Visa using my CIC account?

For what it worth, in 2019 I applied for my parents from my personal account (with a representative form) and got both approved. Never was asked a word about the account.

Hi, i want apply for a visitor visa for my mother and my younger brother( 23years old) to participate in my convocation. Do i need to create two GC Key accounts for each or can add my brother's application under my mother's account?
