My understanding is:
After a Candidate becomes Provincial Nominee, he/she must find a job in Alberta in order to apply for permanent residence with CIC. If the Candidate can not find a job in Alberta, he/she can not apply for
permanent residence in Canada. Am I right?
Your understanding is wrong. This is for people who have been nominated and want to start working in Alberta right away instead of waiting for their application for permanent residency to be finalized.
On the contrary, you must find a job first to be eligible for the said scheme. First look for an employer willing to offer you a full time/permanent job. Then apply for immigration from there.

If you apply for the Alberta program, you sign a statement saying you intend to settle in AB. You have to land in AB and should try to settle there. If you have problems in AB but get an offer from somewhere else, nobody will blame you for leaving.
