Yes, you certainly can. However, it will take 4 months to process, so you may find that you don't end up receiving it too far ahead of actually getting your PR. If you'd like to pay the $255 and apply, though, you are eligible to.

Thanks for your reply. If I don't apply for the OWP when my PR arrives will I need to apply for a work permit then or can I stsrt working as soon as I get my PR? The reason I ask is money is very tight st the moment and I don't want to pay 255 if my pr and OWP will arrive approx. The same time. Thanks
