You can apply for an extension of a work permit within Canada but not for an initial work permit. You must apply at an embassy or consulate outside of Canada for an intial work permit. But that doesn't mean you have to physically leave Canada. Only your application does.

i'm a Danish citizen and i read i most likely have to apply for the london visa office..
but if i can, can i send the application to seattle or the buffalo visa office - and if so would that take longer time to process?

Do you have an LMO? If yes and you are in Canada with current visitor status, you can apply at the closest embassy or consulate outside of Canada. No, it probably wouldn't take longer to process. You can check the current processing times on the CIC website. And since you are visa exempt, you could apply at a border crossing as well by "flagpoling".
