Hello, can I apply for a work permit from outside Canada without having a job offer to work as an Administrative Assistant, Skill B NOC 1241. The Express Entry seems to be a lot to get an invitation to apply. I would settle for a work permit until I can get Canadian experience for express entry. But I'm not sure how the work permit works.

It's next to impossible to get a work permit since most employers are unwilling to go through the LMIA process.
The best option is to focus on applying to immigrate through a program like Express Entry or PNP.
Unfortunately the chances of getting a work permit are extremely low.
Best option if you really want the work permit is to study in Canada full time so that you qualify for a post graduate work permit afterwards.
Okay. Thank you. Are the PNP's more viable than the Express Entry? Since I have no Canadian experience, and I don't have a relative there, my CRS is about 323. I'm concerned it might not be enough to attract an invitation to apply.
