Can I still apply if my status (Study Permit) expires in less than 30 days?
Here's my situation if you want some context:
My Study Permit is expiring on July 31, 2020. The final grade of the last course for my degree was supposed to be release today, but our prof gave birth two weeks ago and started her maternity leave, so the grade turned out to be delayed as well.
I have emailed her and my faculty to explain my situation, but I'm preparing for the scenario where I can't gather both the final transcript and the degree confirmation letter in time to apply for PGWP before July 31. The only other option is to apply for a visitor record, but my Study Permit expires in less than 30 days.

I just thought of another thing: I assume that if I get my final grades and a degree confirmation letter while I'm waiting for a decision on the visitor record application, I can cancel that application and start a PGWP application?
