Can I apply for a Study visa using a conditional offer from a Humber College?

Hi everyone,

I just received a conditional offer for Artificial Intelligence with Machine Learning programme from Humber college and I must meet the following outstanding condition(s) six weeks prior to the first day of class:

• Your offer is conditional on attaining the minimum English proficiency requirement for graduate certificate programs e.g., Academic IELTS - Overall 6.5 and no band below 6.0; TOEFL iBT - no band below 22; or Duolingo – Overall 125. For an additional list of approved tests and required scores and for further information, please refer to our English Proficiency requirements on Humber’s website.

They noted this "Submit this letter to Immigration, Refugee and Citizenship Canada (IRCC)", so my question is can I apply for Visa with my offer later and how much chance I have?

You can apply but IRCC most likely will ask for unconditional offer before approving your study permit Why not get IELTS done now and get unconditional offer to apply so application doesn't get stuck in processing? No one can tell you your chances. Get your IELTS done now so you will unconditional offer sooner rather than later.
