Can I apply for a study permit in Canada from the US while being away from my Home country?

Hello, I am a Bangladeshi passport holder. I am currently in Canada as a visitor. I recently got accepted to the University of Waterloo for one of their master's programs. Now, I want to apply for my study permit from inside Canada but none of the conditions apply to me. They told me to apply as though I am outside Canada. Now, I could go back to my home country and then apply for my study permit but it's too costly for me. So, can I submit my application from the US then come back to Canada as a visitor then go back to my initial US address to submit my passport from the nearest VAC center, and then get the permit at a POE? Or is that too risky and the best option is to go back home ? Please help me.
