Can I apply for a PGWP extension online outside Canada?

Hi, I have a PGWP which was issued for a period of 1 and a half years due to passport expiry. Since I was studying full time for 5 years at uni, I am entitled to 3 years. However, I am currently in Thailand visiting family and doing an internship. I wish to apply for PGWP now as soon as I receive my passport renewal. I emailed Immigration Canada in Bangkok and was told I cannot apply on paper here since they are not familiar with processing PGWP applications. Unfortunately, they were not very helpful and inconsistent with their answers. I was wondering if I can apply for a PGWP extension online outside Canada. If anyone had similar situations, please help me and share your experience. Thank you very much.
