Hello. I completed my 10+2 in 2011. Then I studied bachelor's degree. But in 3rd year I failed and dropped out from college. Now my husband wants to apply for Canadian PR Visa. Can I apply for that as well with hi? And can a appear in the IELTS exam? I'm not graduate.

Because you dropped out of college and don't have a complete degree you cannot be the primary applicant. You can be the dependant applicant and give ielts to add to the score.
