Can I access USA as PR after leaving it to Canada for refugee?

Hi guys,

I left USA asking for asylum in Canada and I currently have PR. However, when I left USA I came through port of entry at Windsor. Now I am trying to apply for a VISA to USA and I wonder if I just go ahead with the application or I have to go the port of entry to make notify US officers that I am marking my leave?

Sorry for the late reply but I opted not to do that. I am just waiting for my citizenship application to finalize until attempting to visit USA. If you did that already please share your experience.
