No - you can't.
Generally a Canadian PR card doesn't change much with regards to entry requirements for foreign countries. Entry into foreign countries is still assessed based on the passport you hold. If you needed a visa before you got PR then you most likely still need a visa now.
You're out of luck for Europe and will still need to get a visa if you required one before. Countries where you can travel visa free with the PR card alone are below.
A Canadian PR Card holder, in general may travel visa-free to the following countries: Aruba,[6] the Bahamas,[7] Bermuda,[8] Caribbean Netherlands, Cayman Islands, Costa Rica, Curaçao, the Dominican Republic, El Salvador, Honduras, Jamaica, Mexico, Nicaragua, Panama, Sint Maarten (Dutch part of the island).
